Fishing in Tampa Bay is still pretty good despite the cold weather. Fortunately, the water temperature hasn't dropped too much yet and there is still plenty of bait around. Some days the fish will chew great and other days they just won't eat no matter what you throw at them. Some days you can throw the entire tackle box at them and they just simply will not bite. There behavior depends heavily on what the weather is doing. Going from warm to cold, from high pressure to low pressure makes them where they just don't want to eat as good as they normally do when the weather is consistent.
