When using circle hooks should it be snelled?

Strctly depends on whether the hook has a bent eye or not. If so, definately snell, if straight, loop knot.

I have little experience with circle hooks. Would there be a preference as to whether the hook swings freely – like with a loop knot – or movement more restricted like with snelling???

snelling a circle that has the bent eye helps turn the hook into the jaw as it slides out. A circle with a stright eye should be loop tied.

Should all "bent eye'd hooks" be snelled?
