When is the best time to catch speckled perch? I'm in Clay County, FL.

If you are talking about speckled trout, we catch those year round. Now I'm sure it is the same in Florida. The best time and most consistent time to catch them is during the summer months. There are many ways to catch them, you can use artificial baits or live bait, You can catch them early in the morning or or under some light at night, They are fun to target and great to eat.
I will post a pic from one of my speckled trout trips. Good luck.
