Weird Catch... Fish ID Needed

Below are some photos of a weird fish caught off Cabo San Lucas, Mexico. The catch was recorded by CyberAngler reporter, Capt. Tracy Ehrenberg. Someone identified the fish as a Rat Fish, but didn't seem to sure. I've never seen anything like it. Can anyone verify that, or have other ideas on what it might be?
